Everyone proposes at the base of the Eiffel Tower. Cross to Trocadero at first light instead, the Montmartre steps, or a quieter Paris bridge of your own.
Propose in Rome at the Trevi Fountain while it sits empty at dawn, on the Pincio terrace above the whole city, or in a candlelit Trastevere piazza.
