You could choose to sail in a historic timber tall ship, or take a more luxurious dinner cruise. Most cruise companies will be able to arrange for you to sit in a particularly romantic or secluded spot on the boat if you let them know in advance that you intend to propose. Or you could charter a small boat just for the two of you.
If you’d rather stay on dry land, you could consider proposing inside the Sydney Opera House. There are a variety of tours of the Opera House that you can take and nothing could be more significant than popping the question inside those well known sails with a beautiful view of the harbor. Celebrate in the Opera Bar afterwards.
For the more adventurous couple, the summit of Sydney Harbor Bridge is a stunning place to propose. You can book a bridge climb with professional guides who will help you on your ascent to the top. They can even provide a special engagement ring safety device for you to use to make sure your sparkling diamond doesn't end up at the bottom of the harbor. Alternatively, you could just climb the historic Pylon Lookout, which has 200 steps but is still much less strenuous than a bridge climb.

The north beaches are a favorite choice, but you can also go west towards Balmain or east towards Vaucluse.
Cremorne Point is easily accessible by ferry from central Sydney and is a beautiful place to take a walk with your girlfriend and enjoy the views across the harbor. Robertsons Point Lookout in Cremorne Reserve, with its lovely lighthouse, has perhaps the best views.
Watsons Bay is located on the southern head at the entrance to the harbor, with the Tasman Sea on one side and views towards Sydney on the other. If you’d like a location away from the harbor, you could consider Centennial Park, a grand park south of Sydney’s central business district, with European style formal gardens, ponds, grand avenues, and historic buildings and statues.
